Policy and Legal framework
The Water Sector of Namibia operates under the Water Resources Management Act, 2004 (Act 24 of 2004. This Act was passed by Parliament and Gazetted on 23 December 2004. The Act has not yet been implemented, due to its high complexity, high cost and limited human resources. The commencement date will be determined by the Minister by notice in the Gazette
In 1998 the Namibia Water Resource Management Review (NWRMR) was established and tasked with the responsibility among others to review the existing arrangements for management of water resources and services in the country, develop a National Water Policy and Water Resource Management Bill. Among the recommendations made by NWRMR include establishment of new water institutions such as water agency, water tribunal, basin management committees. In 2000 the National Water Policy White Paper was adopted, the water policy provides a framework for equitable, efficient, and sustainable water resources management and water services; and calls for integrated water resources management of Namibia's water resources with participation of all Namibians. |
